In recent years, irrelevant personnel have entered PLA training grounds featuring real shooting, real throwing, and real explosion (hereinafter referred to as “three-real”) without authorization to dig for, pick up and resell shell fragments and dismantle unexploded ammunition, which has resulted in frequent accidents, seriously interfered with training for preparedness against war and endangered public safety. For the purposes of maintaining the order of training of the PLA for preparedness against war and protecting the safety of people's life and property, the following opinions for military authorities and local governments to jointly strengthen prevention and control of safety risks of unexploded ammunitions at PLA training grounds are hereby put forward.
近年来，无关人员擅自进入部队实射实投实爆（以下简称“三实”）训练场挖捡倒卖炮弹残片、拆解未爆弹药导致事故多发，严重干扰战备训练，危害公共安全。为维护部队战备训练秩序，保护人民群众生命财产安全，现就军地共同加强部队训练场未爆弹药安全风险防控提出如下意见。
