As an important part of China's urban system and the key support for integrated urban-rural development, county towns are of great significance to promoting new urbanization and establishing new relations between the industrial sector and the agricultural sector and between urban areas and rural areas. For the purposes of promoting urbanization with a focus on county towns, the following opinions are hereby offered:
县城是我国城镇体系的重要组成部分，是城乡融合发展的关键支撑，对促进新型城镇化建设、构建新型工农城乡关系具有重要意义。为推进以县城为重要载体的城镇化建设，现提出如下意见。
