The Interim Measures for Administrative Penalties for Off-campus Tutoring, as deliberated and adopted at the executive meeting of the Ministry of Education on July 20, 2023, are hereby issued and shall come into force on October 15, 2023.
《校外培训行政处罚暂行办法》已经2023年7月20日教育部部务会议审议通过，现予公布，自2023年10月15日起施行。

Article 1 To implement the fundamental task of moral education, develop quality education, strengthen the regulation of off-campus tutoring, regulate administrative penalties for off-campus tutoring, and protect the lawful rights and interests of natural persons, legal persons, and other organizations, these Measures are developed in accordance with the Administrative Penalty Law of the People's Republic of China, the Law of the People's Republic of China on the Protection of Minors, the Non-state Education Promotion Law of the People's Republic of China, the Regulation on the Implementation of the Non-state Education Promotion Law of the People's Republic of China, and other relevant laws and administrative regulations.
　　第一条　为落实立德树人根本任务，发展素质教育，加强校外培训监管，规范校外培训行政处罚行为，保护自然人、法人和其他组织的合法权益，根据《中华人民共和国行政处罚法》《中华人民共和国未成年人保护法》《中华人民共和国民办教育促进法》《中华人民共和国民办教育促进法实施条例》等有关法律、行政法规，制定本办法。

Article 2 These Measures shall apply if a natural person, legal person, or any other organization recruits preschool children, primary and middle school students aged three or above from the society to provide off-campus tutoring in violation of any law and shall be given an administrative penalty.
　　第二条　自然人、法人或者其他组织面向社会招收3周岁以上学龄前儿童、中小学生，违法开展校外培训，应当给予行政处罚的，适用本办法。
